6.5 tyre on a 5 rim??

Just changed by tyre today.
the workshop said my rim (stock) is 5 but tyre is 6.5. i guess is width slightly oversize.
will it have issue? safety?

How can a tyre shop fit a 6.5JJ wide tyre on a 5JJ wide rim?? Safe or not they dun bother, coz they are no the driver..
