changing of suspension system

hi all..

my car is currently about 5 yrs old, 85k mileage.. when is the suitable time to change the suspension system ? does it include the springs as well ?

somehow i feel the car feels lethargic, sometimes during cornering, sometimes during braking.. has it got to do with the suspension ? tyres are quite new..

how much does a full set cost ? recommendations on brand and workshops ?
