Driving at highway speed with windows wound down could actualy increase fuel consumption due to wind drag.

I suspect he probably drove with his windows wounds up all the way with fan mode turned on, or just left a small opening on his windows for ventilation, and not exceeding 70km/h.

I am on stock rim/tyre and doing 11 km/l mostly due to close proximity of workplace and usual destinations with minimal expressway drives.

I managed to yield 14.5 km/l on the recent trip to Genting.

We have had some forumers who claim that they are able to achieve 18km/l on their drive on the North South Highway.

What speed were you travelling?
