refueling (probably means top up fuel to full tank)
seal petrol tank
drive to PD- lunch - back to GP
unseal petrol tank
refuel petrol tank

so I suppose that the organizer will then take the distance travelled (probably at start of the trip, they will take note of the odometer reading and maybe set trip meter to zero?) and divide by the amount required to refuel to full tank level

Thats what I do to monitor my monthly tanks also!

Actually, if you go NSH and drive at 70, I bet everyone can get at least 16-18km/h. I mean, its just non-stop highway. Most of the people getting good FC here mainly refine their city driving techniques to get good FC. With 100% Highway, the results should be pretty close.

me too for every tankful (except no sealing and unsealing of course)
getting 13+ km/l Singapore roads/expressways

if going at 70 kph with no air-con almost fully highway I would think that the winner will be achieving something like 23 km/l

I did a trip to Damai Laut some years back with a Sunny manual-drive, headlights (safer for other motorists to see you) and air-con on all the way and travelling at 110 kph on highway and then through country roads to get to destination and got 16+ km/l
